rel=\"noopener\">INEGI<\/a> and <a href=\"https:\/\/www.lut.fi\/en\" target=\"_blank\" rel=\"noopener\">LUT University<\/a>), offering actionable recommendations for the European Chips Act and the upcoming Circular Economy Act.<\/p>\n<p>Based on extensive stakeholder engagement and technical analysis, the brief identifies four systemic barriers to a circular battery economy in Europe: regulatory fragmentation, unsustainable ecosystems, an incomplete circular model, and a deficit in social acceptance.<\/p>\n<p>To address these challenges, the brief proposes four targeted actions for EU policymakers:<\/p>\n<ul>\n<li>Standardize the Definition of Secondary CRMs \u2013 Recognize high-purity materials from waste streams as strategic resources.<\/li>\n<li>Level the Playing Field through Verifiable Sustainability \u2013 Mandate independent verification of environmental footprints for all materials entering the EU market.<\/li>\n<li>Incentivize Circulation and Cost-Competitiveness \u2013 Introduce fiscal incentives for materials sourced within circular ecosystems.<\/li>\n<li>Institutionalize Adaptive Governance and Social License \u2013 Embed community engagement and flexible governance in project lifecycles.<\/li>\n<\/ul>\n<p>The RELiEF project, funded by Horizon Europe, developed innovative processes for recovering high-purity lithium from
